SAS/Graph Imitation of:

http://strangemaps.wordpress.com/2007/08/31/170-a-map-of-the-internets-black-holes/

I plot a world map, with the 'black hole' countries black, and all the other
countries see-through.

Then, I annotate a black drop-shadow of all the countries 'behind' the map,
and annotate the scramble of random green lines on top of that (but behind
the 'black hole' countries.

Then I annotate some boxes w/ text 'after' everything else, for the titles
and the footnotes. The bottom/right logo is an annotated image.

And, I add html charttips so you can mouse over each country and see the name.
I also show the country borders in light gray, so you can where China & Myanmar,
and Chine & Nepal, are split, and so you can see the borders between Iran,
Turkmenistan, and Uzbekistan.
