This is an imitation of a graph from the following Junk Charts web page.
It violates one of the general rules of 'good' bar charts,
in that the response axis does not start at zero.
Be that as it may, I thought it would be a good challenge
(even if not necessarily a 'good' chart).
Here is a list of the challenging aspects:
o It is difficult to sort a grouped bar chart "ascending"
by a certain variable - therefore I used the flexibility
of hard-coding the gaxis order in the axis statement.
o Angled bar midpoint labels often don't look good.
I increased the size to make them look better.
o The original graph had a "pinking shears" (jagged scissors)
look along the bottom edge of the bars, indicating that they
were "chopped" off before they got to zero. I achieved this
visual effect by annotating a series of white diamonds.
o And, the Germany/1990 bar has a star on it, indicating
there is a footnote for that bar - I used annotate to
put an '*' there.
