This graph uses data from the
Food and Agriculture Organization of the United Nations (FAO)

I'm not sure if the changes in the graph (over time) are a result
in actual changes in the export of horse meat, or if they're
the result of changes in reporting/collecting the data.
(I suspect it's a little bit of both.)
