My main dislike of the original map was that the color scale 
wasn't very intuitive - the green color typically represented
states with lower insurance rates, but according to the legend
a state with -.1% change would not be green (even though it had
a lower rate than before). I chose to make that change at the 
value of exactly zero, instead. I also used 5 shades of red, 
rather than just 4.

Also, my map has hover=text over each state, rather than trying
to put the values in text labels.
