I find it very confusing what the hospitals try to 'charge' for 
procedures, versus what payments are actually made.

Here is 1 plot per medical procedure, and each plot shows the
"average charge" (what the hospitals try to charge) versus what 
is actually paid. If these were the same, they'd all fall along 
the diagonal line ... but most all of them are way to the left 
of the line.

Note that most of the markers that are on the diagonal line
(where they should be) are in Maryland, with a few in New York
and a few in Texas.
