There are several 'tricks' at work here...

I use numeric values to get the bars in the desired order, 
and then I use user-defined formats to get the labels for the
bars to have whatever text I want.

I use some special 'Alt+numeric_code' keyboard sequences on my Windows PC
to get the special characters in that text.

I use the 'move' command and also change the font-size, in the footnote,
to get the superscripted '2' at the end of the footnote.

And I use the 'iframe' option in the gchart to put the image of the 
Canadian flag behind the bars.
