In this example, I use the cyrillic sas/graph software font,
to produce the special russian characters in the title and 
the axis label.  This allows me to use the english version
of sas to produce a sas/graph with russian characters.

I also use the new v9 nlnum15. format in conjunction with the
Russian_Russia LOCALE, to get numbers with spaces instead of
commas in the thousands places.

Aside from that, it's a pretty basic scatter plot, with dashed
reflines, and a custom color scheme.
