Once again, to get the bars in the exact desired order, I use
numeric values, and then apply a user-defined format to make the
desired text show up.

I annotate some numbers on the ends of the bars, and I use a 
custom axis statement with "value=(angle=-45)" to angle the 
value labels on the horizontal axis.
