This one is similar to bar1, with a slightly "tricky" addition.
I have annotated markers on the plot to represent the previous
year's value.  These annotated markers use the function='label'
and are the text character 'P' of the 'marker' font (this is a 
diamond-shaped character of the 'marker' sas/graph software font).
One tricky thing about annotating on an hbar chart is that instead
of using an x/y coordinate, you use an x/midpoint coordinate
to position your annotations.
